But I meant that at that time there wasn't amxmodx, so how he tought something that it is born after 12 years? I think he knows what is gonna happen in future

Admin Mod existed back then... AMXMod did as well, but I do not recall when it first launched. Metamod and Admin Mod were both started in 1999 by Alfred Reynolds (who is still lead for GoldSrc)

So those are the official ones from Valve..
Never seen AdminMod. Just it is a Mod which they are Admins to kick and ban only? (As the name says)

No, it operated pretty much the same as AMXMod and AMXModX. It uses Pawn to allow others to create plugins and stuff. The site is still functional if you want to take a look, http://www.adminmod.org. It hasn't been updated since 2004, so I highly doubt it still functions

And the latest update at SourceForge is from 09.04.2013.
