I think french forum is cleaned enough and easy to moderate, dunno if you can re-open that one.

Rules question: Do we still inform people that are posting of English only?

That's the whole point. Avoiding posts in other languages because they're hard to maintain.

Understood. I am just making sure that since we can no longer direct people to post in their own language, we are still insisting on English only.

edit: you can see info in the .inc files and see examples in english forum you no need more.

Spanish forum was bad with no-steam users, multiple accounts( and banned users with new account), dproto, fights and more...
Don't use it to make sentences, is a shit, only for some words.

with new moderators this won't happen anymore.

Doesnt makes any sence to flood the forum of moderators. And there will be languages without moderators. Is true that to be moderator you dont need to have knowledge for approve/unapprove plugins, but you should have good knowledge because there may have threads that might be necessary. Iam not saying you dont have that knowledge, just saying that this isnt like what you think setting moderators as tomorrow willnt exist.

I'm not talking about any user can be moderator.
The moderators will be selected by other staffs.

I don't mean to take part in this discussion; I only would like to remember that the Translation Request section is being buried together with the other sections.
I can be wrong, but I guess it doesn't share the same problems as the other language specific sections, and I don't see good alternatives for requesting and posting translations (keeping it to each plugin thread, for example, is somehow messy IMO).
If it was accidentally locked, maybe this section could be moved to "Plugins" forums, I guess it makes sense.
