I think it's latest SM fault, because i have this plugin on cs:s server and i edited plugin (.sp) and (.cfg) last time in 2017. Just open mapchooser_extended.sp, find lines about that delay command, remove it and compile it.

Edit: try Attached file. "Fix" for css and csgo server...

*Edit, i've compiled the plugin, but i do not see where and how it solves the issue? The command is still forced to 1, and i cannot change it with a rcon command.

Having problems compiling this.

Can anyone confirm that this plugin is causing the mp_round_restart_delay to be stuck at 1?

And can anyone confirm if this compile i have quoted fixes the problem?

Try unload all plugins, turn off and turn on your server... Check mp_round_restart_delay command, if it's good, then load your first 10 plugins and test it, and again and again. Find the plugin which can cause the problem. For me, mapchooser_extended.smx caused the problem for CS:S and CS:GO. And try latest Stable SM 6047 build.

I can confirm that mapchooser_extended is causing this problem. Your plugin didn't fix the issue for me though, maybe i didn't compile it right? I should have though.

Hmm, try upload compiled .smx and fully restart the server. I'll remind you, this is for CS:S or CS:GO.

The plugin apparently works only that has moments that do not appear to vote for the exchange of maps and there are moments also that even if the vote does not change the map, it recharges the same map.

What could it be, is someone else having this problem?

Would love to see an extension to this that allows voting for a config and/or mapcycle file before voting for the map. This way I can categorize maps like in UMC3 (which is about as unstable as Charles Manson).

Wrong thread to discuss about UMC, but I'm using grouped maps and executing configs for each group (multimod fun server), it works fine for me, not sure whats so broken for you.
