I tried this hero, even after setting the cvar to 20 arrows, only 2 take effect.. anyone know why?

Someone might have, buit noone posted it here compiled for amx 0.9.9.
If you are asking if this hero is possible to be compiled for 0.9.9 than i can't help ya... i dont use it... although i can make an educated guess and say yes.. it is possible...

ok i didnt understand vittu's post so im just takin off the attachment....

and i dont use the tripple compiler either. i have an amxx compiler; an amx 9.8 compiler; and a amx 9.9 compiler.

Did you actually recode this or are you just running these thru the tripple compiler without changing any code? if all your doing is running it thru the tripple compiler please stop post them as fixes cause most likely they will not work, and people can try compiling the sma themselves...
