I've made custom version of the plugin and would like to share my work.

Changes are:
• fixed 'Run time error 4: index out of bounds' error
• huge performance optimization thanks to ConnorMcLeod's idea
• proper knife attacks handling
• revized redisplaying menu algorithm, now it also could be easily closed to continue playing
• corrected colorchat function
• other optimizations

It is controlled by dm_voteinit_time cvar.

Delay is reasonable. New map doesn't start with all players on it. Install plugin, RTFM and find suitable settings for you.
