Not sure how to help with the 13-14 percent memory from the start....all of my CSGO servers use between 400,000k and 500,000k memory on Windows 2012 server, that holds steady throughout the day.

As far as the lagging later on...that COULD be attributed to multiple map changes (reloads) throughout the day. CSGO still has a problem where servers are hanging onto additional memory after a map changes. Every time the map changes, it adds a little more to what already compounds from general usage. If you run an idle server that changes maps every 5 minutes, or another type of server that changes maps very often, that could be the main reason why later in the day you're having a lot of lag. That's basically what happens to surf servers when you see their server VAR dip into the red, it's just been a long day of map changes (mostly).

There are tons of pre-made softwares to launch your server that does this.

What OS?

There are parts about scripts here:

Plus use scheduled tasks (crontab for linux).
