What plugin is this? I know Benson's offers this capability but I'd prefer one in which I don't have to manually add every plugin to each map.

You can use most any map config plugin i use that plugin you are saying you just need to make the map so de_dust2.cfg then put sm plugins unload "plugin name" full explane sm plugins unload rankme

Plugins in ...sourcemod/plugins/ folder = load automatically on map change, need unload manually

Plugins in ...sourcemod/plugins/disabled/ folder = need manually load and unload.

Some plugins have own cvar, to enable/disable plugin.
You may need look plugin config file from
<game folder>/cfg/sourcemod/
And remove that cvar from there.
Then place cvar in map configs. (and/or in server.cfg)
