well i was just wondering if you can add another 'message' as VIP in scoreboard, if can i add ADMIN or smth else? if yes, could you help me with a code

not possible, you can add the tag VIP to all admins, that's all.

It is client-side, but it's not hardcoded. You can easily change it from the cstrike_english.txt file.
