Can I use color codes when defining the HLXTAG cvar ? Also, what cfg file can I put this in so it will apply automatically after a server restart?

You need to edit the colors in one of the daemon files, but I'm not sure which one it was

I have looked through every file and can't seem to find it.

You can find all color chat things in the HLstats_EventHandlers.plib file
