That depends on a lot of things.

- Country the number is from.
- If that country has some sort of public and searchable directory for phone numbers.
- If the phone owner has agreed to have his/her phone number listed in such directories.
... and so on.

United States has things such as whitepages.com, where United Kingdom doesn't appear to have any of such directories at all.

I doubt you would find anyone who knows for every individual country, so your best luck would be to try Google.

You can eventually try phrases like "white pages COUNTRY NAME" or "reverse phone COUNTRY NAME".
