Max Players 25 on +maxplayers 24 setting

I just set up my first 24 player server in a while (normally run 32) and even though the maxplayers is set to 24 it is loading up with 25.

I am not running replay or hltv.

I lowered my count with visiblemaxplayers but I am wondering how it did this in the first place.

Nevermind. I added the new smac autorecording plugin. I am sure that is what changed it.
