Well, if i throw Molotov into Tank, Health Gauge in HintBoxt will empty

I did a test and it worked, maybe is some plugin conflict?
Try to install just this one and check if the hintbox shows correctly
If not, put your cvars here

Don't shoot him or do anything, just throw molotov to him and HintBoxt will empty

Well, I could reproduce now, it's not related to the cvars btw, it seems that if you do damage in a short delay this hint could bug.

I could reproduce that shooting the tank with an AK consecutively, the hint also displays "empty"

Try this version which I added a delay of 0.4 seconds, this delay may be enough to the hint never bug.

The HP display will have a delay now, maybe someone else has a better solution.

This used to provide numbers as well as symbols to represent health? All i get is the symbols now. I would rather have the number representation. How do I fix it so it works correctly.

Me too. Did you find a way to display Infected's HP in NUMBERS instead of bars, like for Tank for example?
