Is there already something in the config to disable dead chat? It's very problematic when a dead player ghosts via chat.

You can forcefully overwrite this via cfg/server.cfg file using command:
sm_rcon sv_deadtalk 0

Any version that supp0rts the SBBanPlayer Native. (Which is deprecated but still supported in the current dev branch)

I'm having an issue with my slay-next-round plugin. It functions perfectly, slaying them before roles are selected, but then when roles are selected, the players that were slain are revived. I'm guessing this is a result of TTT and not another plugin.

Is there a setting in the config that might be causing this?

Does that also restrict chat? My issue is people typing, not talking. I looked around and havent seen anyone mentioning it stopping people from typing when dead.
sv_deadtalk is already at 0 as well.

sv_deadtalk is already at 0 as well.
From official valve cvar list:

sv_deadtalk 0 Dead players can speak (voice, text) to the living
