My Comment - My Plugins - Client Vote Anything. (That would be the best thing for that example of what you want.)

Please download the newest version if you haven't already because with the last 2 updates there were SMALL bugs (no pun intended).

It seems to work extremely well for me. Make sure your say_commands.ini format resembles that.
