For both low and high level languages, I use Sublime Text 3 (beta) to write a lot of my code, using syntax highlighting for whichever language (there's syntax highlighting for sourcepawn as well). I use a server sponsored by TimeToKill.net (so I don't pay anything monthly) and have a program that automatically uploads any changes to designated folders on the server. I use Notepad++ for editing config files.

Back when I did SMW hacking, my workflow was

1. Come up with idea

2. Open a RAM map and the entire decompilation of SMW

3. Start writing code from scratch in a .txt via notepad.exe

4. Copy and paste cmd to the folder I'm working in to patch the ASM code to the game

5. Run the game and test, go back to step 3 if not finished

halp, where do i find the PATH? how insert cd directories to my cmd console?? does the cd come with cerial key??

I got pretty far in SMW hacking though, without ever learning what CMD even really was or what a PATH is. Copy pastin' all that stuff in every folder...

Making them obviously is described in your post. You are asking how to properly test, and make sure the plugin is ready for public consumption, then you are somewhat doing it wrong. If you make a mistake, even a small one, the plugin could cause severe unresponsive results in your server. It is always best to run it locally on your machine and make sure it is ready for your server or for the public.
