That requires XML reading. An example can be found here and a couple of posts below that one.

My previous statement isn't entirely correct. To convert the SteamID64, as Valve calls it, to a SteamID (7656119XXXXXXXXXX to STEAM_0:X:XXXX) you don't have to read any XML, as shown in this attachment. It can probably also done with Javascript, but I wouldn't know how.

However, to get the respective name (or vice versa), which is sometimes a part of the full URL to one's community page, you would have to read out the XML of the community page first.
