After restart your all config files are executed and connection cvars have now setted value. Put them as default in plugin on make sure sql file exec on startup.

Are you saying your plugins don't connect to the databases the first map the server starts on?

What plugins are you using that won't connect?
Are there any errors in the logs saying why it won't connect?
If these plugins are using cvars for connection info, are these cvars being set?

I use advanced bans SQL. The error is: Dont connect to the DB. All cvars are correct.

1. That's not an error message.
Look in the logs to see if it actually says something.
If it does, copy/paste it here.

2. Just because the values are right doesn't mean the cvars are set.
Start the server again the first time and see if it connects.
If it does not, check the cvar values manually (amx_cvar "cvarname") and see if it returns the proper value you expect.

Code:
L 02/12/2012 - 19:51:41: [AMXX] Plugin ("advanced_bans_sql.amxx") is setting itself as failed.
L 02/12/2012 - 19:51:41: [AMXX] Plugin says: Could not connect to database.
L 02/12/2012 - 19:51:41: [AMXX] Run time error 1 (plugin "advanced_bans_sql.amxx") - forced exit
But is all plugins with MYSQL have this error..
