You don't need to stop it, in fact stopping it is not recommended unless you have another firewall like Shoreline. You just need UDP 27015 to be open, if you want you can also open TCP.

i have dmz or w.e its called. al lthe ports are open

Open your that port in iptables. Even if your box is in DMZ, if iptables isn't allowing it...then no bueno my dear.

try disablin apparmor if running but i've setted up a server on ubuntu with no +ip nor +port and running like charm, no changes made to iptables

i did the hlds_run without ip or port and it makes the ip like 127.0.1. whatever ANDD it cant establish a connection to the steam servers

Ooh I get it now. You probably didn't setup your IP.
