Is there any method to check whether a specified time has passed? I'm not sure whether parse_time would work since it didn't work with %D format, I want %R format for the time.

%D/%R and such won't work with amxx's implementation of strptime(so they won't work with parse_time but will work with format_time).
You can use the long format instead of %R, "%H:%M".
