Interesting that it works when changed twice, I wonder if the event doesn't fire if the value being set is the same as the current value. I plan to look into this further, I've just been really busy lately.

I've taken the liberty of altering your code so that the plugin will execute the pounceuncap code at start as well as when the cvar is changed. I haven't tested it, But I did verify that it compiles without errors. The source is attached.
