I've just added my STEAM_ID to the admins_simple.ini, I restarted my local server, and I can't run "sm_admin". I typed it in the console, I binded it, nothing works! All I get is "[SM] This command can only be used in-game."

Type !admin or /admin in chat, and it'll work.
