Happy Damage Hour-message when HDH start and when end at the right time

I want a small redaction when HDH started at the right time to write in chat message "Happy Damage Hour Started" and else when HDH ended at the ring time to write in chat "Happy Damage Hour Ended". Thanks a lot.

Works, but the problem with the message that does not appear on time remains ... Now the message appears, but he starts on a new round... I want to starting on a moment, no on the new round.
Example:
1:00 - "The HDH Started!"
8:00 - "The HDH Ended!"

Wrong:
The time is 1:00 but the message not print in the chat wheres the fucking message? Strange? Zombies Win! Now it's start new round the time is 1:04 the message finally printed in the chat, but why four minutes late?
