what's problem? i tryed reinstall sourcemod and metamod and reinstall freak fortress files but same error too.

Maybe file permissions ?

Update files while server is shutdown.

If you can't stop server, then move metamod.vdf file out from addons folder, restart server.
Update files.
Move metamod.vdf file back in addons folder, reboot server.

Make sure you're using "-game tf" on the command line, not "-game TF".

I wondering, is he using that Steam.exe "Source Dedicates Server"

It's a steamcmd install that hasn't been done with "force_install_dir" set.
