Motd URL Cvar Help

My other topic is bugged so here is this one. I cant figure out how to set the url to a cvar, the current method doesnt work. The command does nothing too.

You can set the motd file via cvar, you know.

This isnt about the MOTD its about opening a MOTD window in the background.
