Hmm maybe it cannot block sourcemod commands or as i said scb.cfg is not getting executed, try slaying the command by your self and then test if the bug is still presents.

Can't test because I'm at work right now xD but I think the plugin can't detect that "!admin" means "sm_admin"

No it's not for that, anyway there is one other method of detecting command use but i have to check if it really does not work!
