Slag Power with Knife attack

This kind of information:
Slag = freeze that you hit the opposing player

I want to know how I can do:
If I attacked my opponent player (with a knife)
20 percent of the 100% his will be frozen and after a few seconds it went down

Hook Ham_TakeDamage, do a random(100), if the number <= 20 then do the freeze stuff (set a task to unfreeze), else do nothing.
