yes you can..
Give adminflags to single admin or admin group
You can give certain commands instead given admin flag to admin group.
You can deny certain commands from admingroup if you have added them one of adminflag.

Easiest solution Eurolite is to run SourceBans with your SourceMod. That gives you global banning across all of your servers and a secure platform to manage your administrators.
