Adds /me functionality to source
Lets you choose the type of /me you want, including custom

If set to custom, you specify the starting and ending characters with the following cvars:
sm_me_start "string"
sm_me_end "string"
if its a single character you don't need quotes, but if you have spaces you need quotes
sm_me_start a CORRECT
sm_me_end " b" CORRECT
sm_me_start la wler INCORRECT
sm_me_end kak CORRECT
sm_me_start mh m INCORRECT
sm_me_end "da z rite" CORRECT
