[REQ]Birthday mode on birthdays

I am terrible at creating plugins but is it possible to create such a thing so that it loads up say birthdays.cfg. Which would have information that says a client's steam ID and birthdate then on that day it executes the birthday mode for all 24 hours?

Yes,
You can have a SQL Database which will contain a STEAM ID and date,
and it'll every map change if there's the current date in the SQL ,
If there's it'll execute birthdays.cfg
