You are not keeping the rates properly... See This .. and calculate .... add them in server.cfg

Just FYI, rates has nothing to do with server frames, they're related to bandwidth.

Give ur sys spec's and post rcon meta list , rcon amxx plugins , also all lines in ur server.cfg using php
