Have recently had several players see more than 1 person sit out (arena-mode style), but was under the impression no one would need to sit out with this plugin. Am I wrong on that or is there a glitch or fix for this?

FF2 version 1.06h
Set new cvar for arena to allow max players on both sides (do I need to up the number? 24 player server should that cvar value be 23 or 24?)

tf_arena_use_queue 0

Which you should be using anyway, since teams are uneven in VSH/FF2.
