I've been looking around and haven't seen any cvar or mix of cvars that fixes the "Only one team change allowed" when a player moves to spectator and cannot join any team.

Thing is, I've tested other servers that I was able to move from spectate to any team and back without the use of that plugin or anything similar. There has to be a way to accomplish this without a plugin.

There is not. People would be abusing spectating then rejoining teams over and over all the time if this were the case. The plugin Cooky linked works wonderfully and its quite customizable, I personally use it.
