Whats the difference of a server with Fastdl (Fast download) and a server with no FastDL (Fast Download)...

The difference is that one server has fast download and the other one doesn't.

The built in file transfer has a cap, IE it can only move files so fast, FastDL uses a HTTP server to remove this cap allowing players to get the files faster...

No fast download is no fast download.

Servers with "fast download" has established variable sv_downloadurl "http://somesite.com/way_to_resources(maps_sounds_etc)", so clients can download additional res a lot faster, than if it isn't.
Google for this variable for more details if you need.
