Hello.

I've searched a lot for a plugin which will set your fps_max to 100 and fps_override to 0. And you won't be able to set it higher than that, and the plugin doesn't even kick you out.
Many servers use it (Most of them are Hide'n Seek servers). Anyone has a clue about it?

Forcing fps_max to a number is no longer possible. The only possible solution now is to kick the players that don't oblige with your settings. That's how you do it. If you truly see a server doing this right now, then you must be using a non-steam client. There you go.

Not really, Steam users can connect to non-Steam servers too.
