Since the May 3rd update, Insurgency and Day of Infamy sourcemod plugin seemed to be broken.
To fix this in your startup commands just add -32bit and rhis will fix your issues untill another proper resolution is acquired.

Yes, several basic command of sourcemod are not functional on this game.
