Кто-то ввёл с серверной консоли команду sm_laser,
либо у вас Listen Server, такие сервера почти никем из разработчиков плагинов не поддерживаются,
да и в данном случае ничего сделать нельзя. Игра не передает в сурсмод правильный id клиента
при вводе команды в консоль (или биндом) на таком сервере. Единственный способ - ввести через чат.

Either somebody entered sm_laser via server console,
or you have a Listen Server. Such servers is not supported by most of developers,
and in current case it is impossible to do anything. Game doesn't pass correct client's id
when you enter a command in console (or via bind) on such server. So, the only way - to enter via the chat.
