So is this a bug or just a change in syntax from older Sourcemod versions? Would it be best to downgrade or is there a different method I can initialize the array?

The latest 1.4.1 snapshot? If so I'll have to try it.
It's not exactly a 'Pokemod', it's part of an item mod which is greatly inspired by some Pokemon items. If you want to see a full list of the items you can see them
