So whats the issue with changing it to 33? Im pretty sure it runs standard at 33, unless im not aware unlike css that TF2 only has 66 available.
The ability to do so was commented out in the tf2 source files a while ago. SO having a metamod plugin force it to 33 or rather give it the ability to be changed would be very useful.
