Remove dproto and your problem is solved and change the rcon password.

That line doesn't mean that the cvar was changed. The line will show if you write the cvar's name in the server console without a value.

Just type mp_roundtime in the console and you'll get the same result. If it was changing, it would have said "cvar X changed to Y".
