Need to be changed in database.cfg? or its by default?
I've more than one DB in my config, and its all must using utfmb4, but sometimes I found broken encoding for strings.. can't understanding why it happens

You have to set the characterset you want to use for every connection and during creation of the database and tables.

Yes, I found that all my plugins much this. And one old plugin (old sourceban version), uses 'utf8'. But sourceban plugins uses another db connection.
p.s. okay, found the one without setcharset :\ trying..
