'utf8' is fine, but setting 'utf8mb4' will fail and the character variables remain to be the default value 'latin1'.
I thought it might be the problem of libmysql, so i build the mysql extension with mysql 5.6 myself, and it works.
So..is the problem of outdated mysql library or anything else?

17.11.10 update
self-builded mysql extension
for someone in need
build with sourcemod 1.8.0.6009 and mysql 5.6.37
