I'm trying things using some utf8 lib and so far so good.

I need to test more a bit but I need especially feedback (and review) but it seems no one is willing to do that. For now, well, it's unavailable, unless you know how to compile AMXX on a specific branch.

Well, it works on clean server.
But other servers with chat plugins called every time like rtv or blocking chat...
Tomorrow I'll try to make more tests...
