Could you try disabling the cksurf chat processor/ranks? Someone said earlier to disable nick changing things, so cksurfs titles could be an issue?

Latest CSGO gamedata updates have my issues fully resolved.

Update to the latest stable version.

After gamedata update, cksurf is still broken when I enable bots and server crashes, disabled them earlier this morning and didn't crash all day till I enabled it.

Edit:
I think I managed to fix it, stopped server and did a complete reinstall of SM
