[Help]Adding Admins via Plugin

I wish to know the procedure/code for adding admin(particularly one steam id with all access)inside the .sma
It must automatically add it to the users.ini. If the steam id is not found in users.ini it should add it again
FOR-EXAMPLE:-

amx_addadmin "STEAM_0:1:23456" "abcdefghijklmnopqrstu"
amx_addadmin "BAILOPAN" "abcdefghijklmnopqrstu"

I saw in one of the R0CK's(Jailbreak ExD v19 #Private_Mod) plugins and wish the know the way .
