To fill out a lang file, you first need to convert the plugin to use the Multi-lingual system. This will give you everything for the lang file for one language. Then, you can ask for the rest to be filled in by people who are multilingual by posting in the translation section (or use a translator).

So, if you want someone to go through and do this for you, you should at least create a list of the phrases that you want to be translatable.
