You don't have a password specified, which to my understanding you do not need if you have a STEAM id but you need to add the "e" value.

"STEAM_0:0:1996923" "" "acdefghijklmnopqrstu" "ce"

This way it does not look for a password. I think this might help you, it worked for me.
