[CS:GO]Server lag cs go

Hi, i want to do a CS:GO server but i'm having lag problems and i don't know how to configure the server rates lick tick or uprate and stuff like this.
My server is:
CPU 3 vCores
RAM 4 GB
bandwidth

How can I fix?

This vps OVH which offer? VPS at OVH not get stability gaming servers are not suitable for it.
