As the title describes, I cannot add admins.
I'm running a Team Fortress 2 local server.
I was following the following format:

<My SteamID> 99:z

When I put my SteamID in "admins_simple.ini" file, start the server and type /admin, I get output of:

[SM] You do not have access to this command.
