Not sure if this is a setup issue or just by design

Lets say I have a server group setup with "2" immunity with only ao flags

another single user whom has ban/kick permissions but "5" immunity - for some reason this user can't see any users in that group to target a ban on or it says when trying to kick "can't target this player"

Is there something wrong here? I had to set the immunity to this lower group to nothing for it to work but I would think as long as immunity was 1 more higher that higher group could target the lower.

Hm, that's strange.
Could you please dump your admincache using sm_dump_admcache and post it/pm me? Let's see what sourcemod thinks is right.

sent, thanks - keep in mind I had to alter things to get it to work as in remove the immunity or make one group 0

Please undo those changes and check the dump again. You should see, if there's some issue loading the data properly into the cache by comparing the values sourcemod reports there against your database setup.

You might need to issue "sm_rehash" twice to get it loaded properly, since the admin-flatfile plugin could load the old cache along with the new one you're adding.
