I can't do that, because it requires interaction into main plugin. So it's impossible to add it from other plugin.

It possible. Its not a main plugin just writed plugin and added menu client_cmd say /vipmenu simple

If still in this way, you must edit plugin, to add new menu item manually.

I don't say that it isn't possible. Just impossible do without additional main plugin changes.
